handrail, utensils, and dog crap

This is a handrail in the glass room of the Victoria and Albert museum. It was very cool.
For those of you living in a cave, these are utensils.
That's an awfully stiff fine, don't you think? Also, I know it's a cliche, but who is the master in this picture again? Because I'm a little unsure....
